This was Great Great Great! I had this issue long ago and remember the tales so well. Seeing them now made me understand them better than when I first read them decades ago. Thanks for keeping Charlton greatness alive for readers old and new to enjoy!
I think this issue started out decently enough and got better story by story, the peak being for me pages five & six of 'Fear Has A Name' and the rather Ditko-esque sentiments that wouldn't be too surprising coming from the Question or Mr. A. Now seeing how the root cause is a Lovecraftian monster, it's hard to say whether it's praise or mockery that's intended, but it's still interesting.
Tom Sutton was a big H.P. Lovecraft fan and wrote many tales in the Lovecraftian style for many companies. Some on which have been post on this here blog!
"The Plague" comes across a lot like Roger Corman's "Masque Of The Red Death".

That's cool that you had this issue. I missed a lot of these Charlton classic when I was a kid and really enjoy them now.
